Three Russian nationals have been indicted in a sweeping international cybercrime case that federal prosecutors say caused more than $62 million in losses to victims, including organizations in Ohio.

The U.S. Attorney’s Office for the Northern District of Ohio announced the charges Tuesday, saying the case is the result of a seven-year FBI investigation.

Federal prosecutors allege Alexander Volosovik, Kirill Zatolokin and Yulia Pankova, along with two Russia-based companies, Media Land and ML.Cloud, operated so-called “bulletproof hosting” services. Investigators say those companies knowingly provided internet infrastructure that allowed cybercriminals to launch ransomware attacks, phishing campaigns, malware infections and other online crimes while helping them avoid law enforcement.

According to the indictment, the attacks targeted victims in 21 states and several countries, including banks, schools, hospitals, government agencies and media companies. In Ohio, victims were located in Akron, Brookfield, Canton, Cleveland, Elyria, Findlay, Medina, Solon and Valley View.

The U.S. Department of State is also offering up to a $10 million reward for information leading to the identification or location of those responsible or others connected to the alleged cyber operation.

Federal officials say the defendants were previously sanctioned by the United States, the United Kingdom and Australia in 2025, and the European Union announced additional sanctions this week.

The indictment includes charges of conspiracy to commit computer fraud, wire fraud, money laundering and related offenses.
